Under AB 104, the law that created the California Adult Education Program (CAEP), the California legislature has changed the funding and performance expectations for statewide adult education programs. The Pasadena Community College District (PCC), Pasadena Unified School District (PUSD) and the Temple City Unified School District (TCUSD) formed the Pasadena Area Consortium (PAC) under the guidelines of AB 104. These PAC member institutions strategically work together to better serve adults in Pasadena, Temple City and the surrounding areas.
The purpose of the PAC is to efficiently use CAEP funds to provide adults in its region with educational programs as specified by California AB104 and as listed below:
- Programs for elementary and secondary basic skills, including classes required for a high school diploma or high school equivalency certificate.
- Programs for immigrants in citizenship and English as a second language and workforce preparation classes.
- Programs for adults including, but not limited to, older adults, that are primarily related to entry or reentry into the workforce.
- Programs for adults, including, but not limited to, older adults, that are primarily designed to develop knowledge and skills to assist elementary and secondary school children to succeed academically in school.
- Education programs for adults with disabilities.
- Short-term career technical education programs with high employment potential.
- Programs offering pre-apprenticeship training conducted in coordination with one or more apprenticeship programs approved by the Division of Apprenticeship Standards.
PAC members collaborate to provide these following the below guiding principles:
- The PAC places the highest value on students achieving their educational goals.
- The PAC strives to help improve the region by providing adults with educational pathways to the workforce and higher education.
- The PAC will work together ethically and fairly to allocate financial resources and achieve efficiency in meeting the needs of PAC students and achieving its Purpose.
- The PAC will share responsibility and accountability for all programs and defined student outcomes.
- Adult education programs will be open to all without discrimination. Access and success must never be compromised.
- The PAC will engage in vital collaboration and adhere to a transparent process of allocation of resources and open and honest communication.
- The PAC will respect individual institutional autonomy and seek efficient solutions that avoid bureaucracy.
